Brown meat; drain. Stir in tomatoes and soup mix. Cook for 5 minutes. Spray an 8-x8-inch pan with cooking spray. Put in meat mixture; cool. Fold cheese into meat. Whisk catsup and egg; fold into meat and cheese mixture. Press potato puffs into meat. Bake in a preheated 425 degree oven for 25–30 minutes. Cool for 5 minutes before serving.
